Rescue Animals Are Not Cargo
Why This Matters
From 1 July 2026, new EU transport rules could have serious consequences for animal rescue across Europe.
Under the proposed changes, volunteers transporting rescue dogs and cats for adoption could be treated in the same way as commercial freight drivers.
That means rescue journeys designed around animal welfare could be forced to follow regulations created for moving goods.

What Is a Tachograph
A tachograph is a digital device fitted to vehicles to record driving time, speed and mandatory rest breaks.
It is designed for haulage and commercial freight to ensure drivers comply with strict working hour limits.
For lorries transporting goods, this makes sense.
For volunteers transporting vulnerable animals, it creates real problems.
The Impact on Rescue Work
If these rules are applied to rescue transport:
- Volunteers would need to install expensive tachographs
- Drivers would be forced to follow freight based time limits
- Journeys would take significantly longer than necessary
- Animals could be required to remain inside vehicles during mandatory rest stops
- Long distance rescue missions may become unworkable
For years, dedicated volunteers have safely moved dogs and cats from high risk situations to loving homes.
These journeys are planned around welfare, not profit. Around comfort, not cargo schedules. Around saving lives, not commercial timelines.
Treating rescue animals as freight ignores the reality on the ground and risks undermining the very welfare these rules claim to protect.
What the Petition Is Asking
This petition calls on the European Parliament to create a clear and compassionate exception for the transport of rescue dogs and cats.
It asks for recognition that welfare led rescue work must not be treated as commercial trade.
